Josh Hawley, R-Mo. Hawley, a tech critic, introduced legislation on Wednesday that would remove the immunity big technology companies receive under Section of the Communications Decency Act of However, companies will be able to earn immunity from the crackdown if they submit to audits every two years to prove their algorithms and content-removal practices are "politically neutral.

The idea of limiting Section immunity has earned bipartisan support in recent years, as the companies have struggled to keep offensive and illegal content, ranging from terrorist propaganda to foreign-influenced election meddling, off their platforms. Repealing the immunity provision could force these companies to use an editorial system where every piece of user-posted content would have to be vetted for illegal or libelous material before it's posted, instead relying on algorithms and human checkers to scan it after it was already online and had a chance to spread to millions of people.

This would fundamentally alter the business models of companies that depend on huge volumes of user-generated content, including all the big social networks. The immunity provision of Hawley's bill echoes concerns from other politically conservative lawmakers that these platforms are censoring right-wing voices by unfairly removing them from the platform.

For instance, Sen. Hawley's bill, the Ending Support for Internet Censorship Act, would maintain immunity for small and medium-sized companies.

Only companies with more than 30 million active monthly users in the U. However, these companies could earn immunity through external audits wherein they would have to prove to the Federal Trade Commission that their algorithms and content-removal practices are "politically neutral.

Companies would have to reapply every two years. Proponents of maintaining Section immunity argue that it does not only protect tech companies. The Electronic Frontier Foundation has argued that it also protects traditional media companies for liability for comments that users post on their websites, for instance.

Americans for Prosperity, a policy group funded by the libertarian Koch family, issued a statement this week in anticipation of the bill, saying: "Eroding the crucial protections that exist under Section creates a scenario where government has the ability to police your speech and determine what you can or cannot say online. Senator Hawley has argued that some tech platforms have become too powerful, but legislation like this would only cement the market dominance of today's largest firms.

The Internet Association, a lobbying group whose members include Google and Facebook, also criticized the bill. In April, House Speaker Nancy Pelosi told Recode's Kara Swisher that Section "is a gift to them and I don't think that they are treating it with the respect that they should, and so I think that that could be a question mark and in jeopardy.

As recently as this week, Sen. Mark Warner, D-Va. Correction: This story was revised to correct the frequency of the audits to qualify for exemptions under the legislation. Sign up for free newsletters and get more CNBC delivered to your inbox.

YouTube Reporting API - Data Model

We are launching a new publishing data model to give you more transparency into and control over how your rights are associated with Sound Recording assets.

For each Sound Recording asset, the underlying publishing ownership is represented by all the embedded Composition Share assets that each owner has provided. After launch, Custom ID will become the primary identifier that you can use to refer to your works. To avoid errors and non-deterministic behavior, this means that each Custom ID must refer to only one musical work, and only one Composition Share asset.

If you need help cleaning up your Custom ID data, please reach out to your partner manager or to musicpub support. For the most part, Sound Recording assets will remain the same. The difference is that Composition relationships will be moved from the Related tab into a new Composition tab. Because the Related tab no longer contains Compositions, it will be renamed to Music Videos and Art Tracks to better reflect the relationships displayed there.

The new Composition tab is where partners can find the underlying publishing metadata, ownership, and policy information across multiple owners. Instead, to transfer catalogs, owners should share the Sound Recording asset IDs that their music works are embedded in. Your ownership will remain the same during the migration from the old to new publishing data model.

Once in the new system, you can choose to remove these embedded relationships at any time. As such, shortly after the new publishing model takes effect, we will give you the opportunity to accept or reject these relationships in bulk.

You can easily change embedded relationships in the new model directly in the user interface, or in bulk using CSV templates. Unlinking in bulk through CSV is not yet supported, but in the weeks after the launch of the new asset data model a new CSV template will be added to allow bulk link removal. Ownership conflicts in the new model occur on the sound recording level. This means that if you have a Composition that is embedded in ten Sound Recording assets, in the old model, you would have seen one ownership conflict, and in the new model, you will see ten ownership conflicts.

The number of views in conflict does not change between the old and new model. To address an ownership conflict, you should first identify if the ownership conflict is due to a bad embedded relationship or due to overstated ownership share i.

If an ownership conflict is due to a bad embed relationship, you can easily remove the embed relationship through the UI or through content delivery see How can I remove or add embed relationships section. If an ownership conflict is due to conflicts in ownership share, please reach out to the other owners as you do today.

The new publishing data model introduces the concept of Composition Share asset ID and this information will be added to various reports. Various reports will also expand in size due to embedded ownership being reported to you at the sound recording level. Google Help. Send feedback on Help Center Community. YouTube Get support.
